Whenever they meet, she tells him "hi,_____" with a big smile, saying his name louder than she normally talks. She's always hugging him and playing with his hair in the school hallways, as well.
If it matters, he has given her doritos and jollyranchers before. But not anymore(cuz there are no more doritos), yet she still hugs him and plays with his hair, so I don't think she just wanted food.
Apprently, he also see's her looking back in his direction. Not a complete head turn, but glances out of the corner of her eyes. She always sits up front in class(for all but 2, which she's forced to sit in back) When she glances at him, she smiles a little and plays with her hair.
I feel like most people would say that the girl likes my brother, but the thing is, she used to like someone who she talked about ALL THE TIME, until a couple months ago. The rumor he heard from his friend was that the guy she liked said no to her when she asked the other guy out. Then, recently, she started talking about some kid named Dylan… Well, her friends did, but she didn't. She actually said she did NOT like him, but who knows?
She told my brother that he looked like both of the kids…Someone else told him that she liked him, too. Something else, when my brother and a couple of his friends were playing football outside with a bottle of dirt(long story), he sais he caught her staring at him.
Anyways, sorry about how long and boring this was, but my brother really needs some help.
Oh, but one more thing: On friday, they went on a field trip to UNIVERSAL studios. They stopped at the plaza place with the vending machines and stuff, and had 30 minutes to eat there, before they had to get back on the bus. In the last 10 minutes, most of the kids were outside, waiting. After a long talk about, uh, abs… and National treasure, he came outside with some friends and saw her waiting on the curb thing on the road, until the next couple of minutes past. She saw him there, walking outside. It could've been his imagination, but- Even though there was walking room on both sides of her, to get to the other areas, she moved to one side(as if to provide walking room for everyone walking through)… Clearly enough space for him to sit down, and if she WAS trying to see if he'd sit down next to her, he had the perfect amount of time to sit down…well…perfectly. When she moved over, she was next to her friend, but wasn't talking to her friend. So he assumed she might not have been just trying to talk to her friend… Which he noticed AFTER, of course.
Then, after 5 more minutes, my brother ended up next to her and one of his friends. He was just chatting to his friend about a token that would give you a free soda, then made a sarcastic joke about "nobody EVER saw the line 'in god we trust'… ESPEcially not on a coin." She looked at him, laughed( she was not in the conversation), and then walked a little faster, looking slightly embarassed, but still smiling.
Okay, now, just to make sure all odds are stacked up evenly, I must confess to you that she also hugs other boys,but mostly and firstly him. She also doesn't play with others hair, based on what he's seen, but she did touch his friends hair when they were going up the bus… With him right there. But it was for the first time, and he's pretty sure that she knew that his friend liked someone else already, so… Well, that'sit.

When it girls does all those things it means she totally likes that guy
Everything adds up to her liking him if your brother wants to go for it then go for it
Oh and btw the reason why she touched his friend hair was problably to make him jealous of some sort lolz

It's hard to tell.. with same-aged girls and boys, or girls and boys who are slightly older (like, say early 20s), an age like this should not matter. However, if I understand correctly, this girl is in grade 9 (the start of high school) and your brother is still in middle school. They're both kids, but the girl is going to be severely ahead in mental development and maturity. An 11 year old barely stopped using Pampers, whereas a 13 year old is far less innocent, way more mature, and way more developed.
This leaves you with two options:
1. She likes him – tell your brother to use caution, as she can get him into some serious trouble given the age difference. She may teach his impressionable mind some fairly bad things
2. (What I think is the more likely situation) – she thinks he's adorable, and wants to treat him like a little brother
